I don't really care about terrorist situation - it's the Millenium Act passed by US. So things like DeCSS [DVD decription], reverse engineering, etc.
are completely illegal. You can be put in jail even if you were doing this for research!

Antarctica - not very convenient :) Plus might cause unacceptable environmental impact.
