Forget about it, it is completely impossible to get a consensus on
this. It's a recurring debate on the fhs-discuss list already and
has been for years.
The only way to improve things is to add some debconf magic to ask
the admin where he wants to put his things and offer the Debian
setup as default (with a warning that changing things will break
packages).
