I do not have enough resources to build the whole libsdl1.2, but it seems
adding
autoreconf --force -i --foreign
at the top of debian/rules before running configure does its job.
Anyway, you should add Build-Depends: autoconf, automake
and in debian/changelog, replace autoconf 2.25 by 2.52.
