There is probally a broken router between you and you mailserver which
doesn't support ECN.

Complain to you internetprovider and make a temporary fix by
disabeling ECN:

echo 0 > /proc/sys/net/ipv4/tcp_ecn

No it adds functionality. Unfortunately some routers breaks current
standards. (Yes at last ECN is on the standard track. See RFC3168)
