ITP: webreport

first of all, is this the right way to do ITP's? i just simply sent a
mail...

second, and mainly, i would like to package WebReport for debian. it
may be found at http://www.inter7.com/webreport/ and i could not find
it in the current dist, and wnpp system seems down on debian.org.

anyway, web report is a web log statistics reporting program
especially designed for virtual hosting sites. It is also very useful
for single hosting sites. The main difference between web report and
other statistics programs is a configuration file which allows for
easy manipulation of the features.

please let me know whether this is the right way.

unless there are objections, i would like to start packaging...
