IIRC, xv has been removed from Debian due to licensing issues. You'd have to
check list archives, or perhaps someone else can confirm.

Just because the sources are available does not mean we are able to distribute
it legally.
Also, please do not Cc: mailing lists on messages sent to
submit@bugs.debian.org. This is a great way to spam the BTS. Instead, please
use the X- header designated for this purpose (I believe it's X-Debbugs-CC).
