For unstable (and to a lesser extent, testing), packages are often quickly
replaced by newer versions.  Often, the .deb for the installed version
will already be gone.

So I think the answer is, don't delete your downloaded .debs until you have
installed a newer version.  apt-get autoclean gives you a reasonable
approximation, as long as you don't run it in between downloading some .debs
and installing them.
