You are very wrong!  If I may quote from the very top of 
http://www.debian.org/doc/debian-policy/ch-archive.html#s-pkgcopyright
"The main and the non-US/main sections together form the Debian
GNU/Linux distribution.

Packages in the other sections are not considered to be part of the
Debian distribution, although we support their use and provide
infrastructure for them (such as our bug-tracking system and mailing
lists). This Debian Policy Manual applies to these packages as well."

End quote.

No, there is one correct place for a package that is DFSG free and
depends on DFSG compliant package from non-us/main: non-us/main.  In the
past, before the non-us archive split into main, contrib, and non-free,
it would merely have gone in non-us.  Contrib is not a part of Debian,
as my quote from policy above indicates.  If such a package is in
contrib, it is in the wrong place.
