Then this should be clarified in policy, as that's not the response that
was given to someone else (I forget the exact situation, but it was exactly
analogous) by Ethan Benson (+ others?) recently.
If you and Ethan have differing understandings of policy in this regard,
either one of you needs to swot up, or (I would guess more likely) policy
needs to be clarified.
Any offers, either for a definitive "look, this is where it says so" or
a suggestion for improvement?
