A fair number of packages that I have seen just drop the -en from the
english one and keep the other translations in -xx packages. This has
the advantage of not requiring a metapackage, which really seems like
overkill.
Of course, I really see no reason all the translations can't go in one
package. The sum of the space (and bandwidth) saved on all debian
systems by not adding those -xx packages, vs the sum of the space (and
bandwidth) wasted on the probably relatively few systems that install
the package, is something to consider.
