Why have the meta package at all? I'd guess you're aiming for 'apt-get
install apt-howto', but as Peter points out, that will install the
first one in the list, which means that many people who might prefer
apt-howto-it will be stuck with apt-howto-en because they'll never see
the other ones. For people browsing in deselect or aptitude, they'll all
be listed together, and the meta package provides no benefit.
