While I tend to agree with you I'm not sure how easy it would be to
implement this consequence either at a social or technical level.
First, I'm not sure who has the authority to say I can no longer
sponsor packages short of kicking me out of Debian. I guess you could
certainly set it up with a GR. Second, even assuming that there were
someone who had the authority to set up this consequence, keeping
track of who was currently not allowed to sponsor things would be annoying.
Perhaps the lesser consequence of letting the sponsor know they have
made an error (possibly in a public forum) would be sufficient. If it
turns out that letting sponsors know they have screwed up fails to
solve the problem, then perhaps we do need to invest the effort in
something more.
