No, glibc already provides gettext for C programs.
For shell scripts, as I said, checking for /usr/bin/gettext is trivial.
I would dislike the idea of Debian becoming less granular (i.e. losing
the ability to install *only* what you need) because people is too
lazy to add two lines of shell code.
