Two reasons:

1. there is no standard place/naming of archiving the source code for these
  packages. (Well, okay, there kinda is, but more importantly, ...)

2. There is no standard BUILD METHOD for compiling the source code for
   these packages.

The debian "packaging manual" goes above and beyond simple packaging.
It specifies "It must be compilable using this method"
apt-get merely takes advantage of existing debian standards.


[whereas I had to pull teeth to get the maintainer of sunfreeware.com
 to just run the catalog script. Doing anything further would be...
  challenging. Now, if you want to suggest another publically
  trusted site, with loads and loads of free bandwidth, and
  cooperative admins, I'd be happy to work with them too :-)]


PS: I'm working on a text-gui version of pkg-get. Somewhere between
apt-get, and dselect.
Unfortunately, it uses FMLI for the menuing system framework. So it's
not easily back-portable to debian, unless someone knows of a free
clone/workalike of FMLI
