For my packages where I am upstream and Debian maintainer I don't add a "-1" 
to the end.  So far there has only been one occasion where I had to do a 
Debian release without a corresponding upstream release (I compiled with GCC 
3.0 which someone objected to).  In that case I added "-1" and it was fine.  
So even if you don't add a "-1" someone who does an NMU can easily ass "-1" 
or "-2"...
