This should only be done in cases where all parties agree that this
is appropriate.  If there is any discussion involved, do not use the
control address.  In fact, only the package maintainer is supposed to
manipulate his bug entries, in general.  Do not do this if it does not
have the maintainers (implicit) consent.  Never do it as an argument in
a discussion about some bug, it shows extremely bad taste.

If a bug discussion has deadlocked, explain the issue on debian-devel.
