don't do that.  i and many other have no intention of using
proprietary software, and any Free software not packaged for debian i
compile from source and make install into /usr/local.  i don't have
rpm installed now, and never want it forced in with high priorities or
essential: yes.  

priority standard would be acceptable if you must, but no higher. and
dpkg (or any other essential debian pacakge) should NOT depend on it.
