What model Toshiba?  I had a laptop that had that exact problem - turned 
out the CD-ROM was bad.   One way to check is to set the BIOS to boot off 
the CD-ROM first and put a bootable CD-ROM in.  If it fails to boot off 
the CD-ROM, then the HW is not reading the media.  Solution:  replace 
either the CD-ROM or the computer.
