No.  However if it's resolved so that the GPL must be included in each
deb, there's really no more point in common-licenses, thus neatly solving
the whole issue at hand.  Otherwise the rule for common-licenses should be
that if on a typical (standard and maybe a little extra) system, you save
more space by the inclusion of the license than you cost the community in
the added burden of expanded common-licenses, it should be included.  In
fact, I really wonder if there shouldn't be a license field in popcon to
make the decision a bit easier...
