How about a comprimise?  Have a package QPL-license which puts a copy 
into /usr/share/common-licenses and have all packages who released 
under QPL depend on this package.  In fact I see no reason at all why 
any license which multiple binary packages are released under should 
not be approached this way.  It would save a little space for our 
users, save a little space in the archives, and in general cut down 
slightly on the bandwidth required
All small savings, yes, but taken over time and over many users it must 
add up to significant savings.
Only problem I can see is if this would breach some licensing clause 
that requires you to distribute the license *with* the package.  IANAL.
