You should read the "Debian New Maintainers' Guide" (maint-guide),
the "Debian Policy Manual" (debian-policy) and the
"Debian Developer's Reference" (developers-reference) for starters.

All of them are available as packages, just install them via apt-get...

There's lots more documentation in the developers section on
www.debian.org...
