Indeed, /etc/rcS.d/S40networking exists on all my computers as well.
It's part of netbase, so a bug report('apt-get install reportbug;
EMAIL=youremailaddress@whatever.who; reportbug netbase') would be in
order. But it's not a real mystery :)
