ajt@auric:~$ madison guile1.3
  guile1.3 |  1:1.3.4-2 |        stable | alpha, arm, i386, m68k, powerpc, sparc
  guile1.3 |  1:1.3.4-2 |       testing | alpha, arm, i386, m68k, powerpc, sparc

guile1.3 *is* in testing...

(It's part of the guile-core 1:1.3.4-2 package)
