Setting up private chroots on faure or lully

I'm wanting to test the build of a new version of libnewt-perl on
alpha.  Previously, the package broke because upstream were doing
obscene things with va_args.

I've fixed this but need to do a test build to confirm it.  However,
the package build depends on newt-dev which is nowhere to be seen.

Is there an easy way to build my own chroot on either of these
systems?  I'd rather not just wait around for the build daemons to
blow up if I don't have to.
