Just because someone is running unstable, it doesn't mean that they're
compiling against the new -dev packages.  Other things need to be done
to force people to upgrade, e.g., check build-time dependencies and/or
file bug reports.

In the case of ncurses, if someone bothered to file bug reports and/or do
NMUs, it would've been much better.  In the end it was apathy more than
anything else.
