Mostly because xfig is an insanely old program, and probably doesn't
follow the ICCCM. Not having much knowledge at all about X
programming at that level, I'd guess it isn't handling focus right, as
was typical for apps of that time. (You'd have to put the mouse over
whatever widget you wanted to type into, which royally sucked.) Most
apps of that age look like they've been fixed, but xfig hasn't.
