installing dpkg and apt from source

Hello! I am rigging up a UMSDOS-based distribution for
some friends. I wanted them to be able to try Linux,
but thought "who would like phat, peanut, or win
linux?" So I'm starting with a tiny 10mb base system.
i would like to install dpkg and apt and use that to
install packages. is that possible? if so, is it
allowed by dpkg's license?
