In any case you nicely put me on the right track reminding me of the
always neglected obvious. So this shortcoming has been cleared (and i am
deprived of my sleep yet again). I've uploaded apt-localepurge-0.0.4 to
the aforementioned place. 

Now, if interested parties would like to have a scrutinizing look at it
and possibly encourage me to make an upload of this crude hack?  It
might not be rocket science but it solves a problem, doesn't it?
