I've got one package (tendra-doc) which could easily be NMUed but which
I don't wish to have NMUed since the package it documents currently does
not build on woody and wish to avoid having one be released without the
other.

There's already been a bunch of bugs filed for that.  Almost identical
to the /usr/doc bugs, in fact.
