apt-get strangeness



I've just installed libdb3-dev (wanting to build subversion), and had
apt-get behave in a slightly strange way:

  + apt-get install libdb3-dev fetches what one would expect, all the
    libdb-related packages (db2, db3, db3-dev... removing db2-dev).

  + apt-get install libdb3 however, which logically should be a subset
    of the -dev case, wants libcap1 and libpam-modules!  (Those are
    two packages I recall... could be more)

Now, what could be the cause?  I looked at the packages in question
but didn't see anything suspicious.  And... do I have to install those
pkgs libdb3 wanted?  Of course, apt-get install libdb3 doesn't do
anything now, as libdb3 is already installed now.
