dupload, master.debian.org, and ftp-master.debian.org

Last night I uploaded new versions of xcircuit and mgm to
master.debian.org using dupload. This has worked perfectly well for
me in the past. Today, though, I failed to get mail from dinstall
saying that the updated packages had been accepted, or even noticed.

In an attempt to poke around, I logged into master, and discovered
(from the motd) that uploads are supposed to go to ftp-master. The
Developers' Reference supports this theory (section 6.2.4). The files
dupload uploaded are right where I expect them to be, but they don't
appear at all on, for example, http://incoming.debian.org/.

Guesses as to what happened:

-- Was there some sort of magic connection between the incoming
directories on master and ftp-master, that's broken now?

-- Was dinstall running on both master and ftp-master? Did the run on
master just stop, since only ftp-master is supported now?

At any rate, it seems Really Broken that dupload doesn't have a
prominent entry in /etc/dupload.conf for ftp-master, and Really Really
Broken that there have been two bugs open on this subject (#63809,
#64003) for almost a year. This has the net effect that, if packages
uploaded to master are silently ignored, dupload can cause developers
to believe that their packages are being uploaded normally but instead
are being lost. This makes these bugs a lot more important.
