This is the definition I like to use too. But by my interpretation I
wouldn't put adainstall in /usr/sbin.
* It's an extended install and install is in /usr/bin
* It could be used to make debian packages, I never package things as
root.
* I guess it could be used to install thing as a normal user in
~/usr/...
