I'd assume that ifup (or the kernel) tries to create another route for the
network, and as the second IP is in the same network as the first one, the
route already exists. Since I can't remember getting this error when I
manually ifconfig eth0:0, I think ifup is at fault here. BTS cced,
severity wishlist because it's only a cosmetic issue.
