I remember that someone posted an ITP for bigwig some months ago though I don't find anything about it in the BTS now. Maybe you can check the archives. mona, which is part of (or used by ?) bigwig has its own debian package. Also Stéphane Bortzmeyer told me once that he has an (unofficial) package of bigwig. -Ralf.
