Well if they did, it must have disappeared or something, it doesn't
seem to be in the archive, and I can't find it in WNPP now.

There is an ITP of steghide, an unrelated program, similar in
function, perhaps this is what you are thinking of.

Steghide is for like.. hiding stuff in pictures, user-space,
stegfs is a complete file system, implemented in kernelspace.

with of course, tools for userspace interaction
