FYI: Your mail had the header:
Mail-Followup-To: debian-devel-announce@lists.debian.org
which is wrong.
Still I am surprised the Gnus seemed to ignore it (I thought Gnus was
meant to support the Mail-Followup-To header?), it wanted to send:
To: Anthony Towns <aj@azure.humbug.org.au>
Cc: debian-devel-announce@lists.debian.org
So I manually changed the Cc to point to the right list.
