Well that is not from debconf.

> /usr/share/debconf/confmodule: Bourne shell script text executable

I wonder if this is.. do you get different values from these commands?

And that is not debconf running, it _always_ outputs something in debug
more.

Randolph, looks like cdebconf does not clean up after itself when
purged.
