Please find attached /usr/share/doc/tth/copyright from the distribution
containing the license conditions.

It is non-free because it contains the clause:

"It may not be used for commercial purposes without an additional
license."
 
This prevents a downstream developer charging a fee for distributing a
CD-ROM containing it and many other commercial activities Debian would
like to encourage. The DFSG requires that Debian software may be
resold at a profit.
