ITP TinyMUSH (help requested)

I intend to package TinyMUSH 3.0. According to the WNPP list, the current
maintainer is willing to transfer maintainership, at least when he was
last contacted by a check. I have sent an email, but have not yet received
a reply. I am still waiting (after all, it hasn't been that long), but
would appreciate some advice.

First of all, I am currently neither a developer nor an applicant. Is this
a problem? Also, since the package is listed as a prospective package
being worked on, I am not sure whether I need to follow the same procedure
with the WNPP system. Could someone please tell me whether I should or
not?

Finally, I am confused about some procedures of how to package this
program. I suppose it could be classified as a daemon, and is meant to be
run in a user account without being in the systemwide path. Are there any
suggestions for this type of situation?
