If I understand the USB documentation correctly, MAKEDEV has no need to touch
USB devices, because they're generated on-the-fly using usbdevfs, much like the
filesystem proc uses.

If you don't enable usbdevfs, yes, they device pointers need to be generated
by hand... But, if, like many people using USB, you enable usbdevfs -- no need.
