Actually, that's not true: testing will note that there's 1 RC bug against
the package in testing (or x+1 RC bugs), and when a new upload of that
package is made without fixing the /usr/doc issue, there'll still be 1
RC bug against it (or x+1), and testing will let that in. The check is
"unstable RC bugs <= testing RC bugs (estimated)".
