I went the way that Debian goes for security.debian.org. Put your
packages on a server, periodically run dpkg-scanpackages on that
server to generate your Packages.gz.

Spend some time on the Debian-Devel archiv as the procedures (for
example choosing version numbers wisely) have been discussed in the
last three months.
