read-syslog, new syslog configuration reading interface done for msyslog

This should work pretty well now, but only for msyslog and
limited sysklogd, though sysklogd support could be added
trivially. My idea is that in the future every system-log-daemon
provides his own read-syslog, but the interfaces are the same.
First I planned to write a syslogd-listfiles that is based on
this, but syslogd-listfiles is so profoundly broken and
inpredicteable that I'll keep the old one which reads the config
file directly.
Next I'll write something to replace syslog-facility, which
ceased to work properly since we have other syslogds than
sysklogd in Debian.
