I agree something odd is afoot, however, the following works as well.

dpkg-reconfigure xserver-common 

It appears Branden has debconfized xbase-clients xserver-common
and xserver-xfree86, but there were some typos in earlier package
scripts and/or debconf typos that resulted in odd defaults.
