Key-singing coordination page updated

Greetings,

With joint effort to Domenico Andreoli and Matt Kraai, we have updated
the unofficial Debian key-signing coordination system, which is aimed
at making it easier for those in the NM queue to find developers signing
their keys. This update incorporates a new feature that in addition to
those who need to have their keys signed, developers can also leave
their geographical location and email addresses indicating that they
are willing to sign other people's keys (so you do not have to poll the
page to see if anyone needs your help). If you are a developer, and
you are willing to sign other people's keys (and you are not worried
about revealing your physical location to nuke attacks), please stop by
and leave a record stating so. The page is located at:

  http://oink.cc.ntu.edu.tw/~cklin/signing/

A link to it is also available at http://www.debian.org/devel/.
