No. For example,
- the original proposal mentions font package such as cyrillic one.
- CJK people need input method servers and input conversion engines.
- even when all *-ja packages are integrated into the original
packages, it is likely that new packages of *-ja or *-other_languages
(especially 'exotic' languages such as CJK, Thai, Hebrew, Arab, and
so on) will be developed in future.
And more, 'installation of needed packages' is mere one example
of root-priviledge-needed works. Global configurations may be
needed even for per-user settings. Sure, in such cases, we should
modify such packages so that they can be configured by ~/.* files.
An example is jfbterm.
Invocation of /usr/sbin/locale-gen is also an important work.
