Yes, it is. I didn't know about atsar package before.
I'm still going to package sysstat, because it includes iostat tool
and its sar implements more options.

After checking  Contents*gz file, I found that we already had such a 
name clash in woody:  /usr/bin/sar from atsar conflicts
with /usr/games/sar from sar package. (See also #77513).
