I think this is a fundamental misunderstanding.

I think most of use have no interest whatsoever in any rating
system. If I need some helf on something, I ask here. If someone needs
some help and asks here, and if I have the knowledge and interest and
time to help him, I will do it. Having my profile somewhere doesn't
change this decision in any way, so it is just unneeded..

Debian is a volunteer efford. I do the things I like and am interested
in. I need noone assigning me things to do. And there is no need for
me to "register" to be allowed to work on some part of the project.

I study economics. One specialisation I do is organisation theory. I
recognise your intention, and all I can tell you is that it doesn't
fit to Debian at all.

I assure you, that it will fail big times, if you find enough sponsors
for a vote that is. But of cause you may do as you like. Maybe it will
be coding practice for you at least.
