Request for Brain Dump on Pkg Classification

I know this is not a good thing to do, but please join the
thread that's called "Misclassification of Packages..."

The questions I put forward were:

   * How can a package fall under multiple categories? [How is
     that represented, and _implemented_? :)]
   * What kind of hiearchies must be used? [tree? graph? is-a?
     part-of? etc]
