c) would be great for the Hurd, which doesn't support ld.so.cache or
ld.so.conf. We can only rely on rpath and LD_LIBRARY_PATH.

So everything that gets Debian closer to both (I know that rpath is
seen as a problem around here, so spare me your flames) would make
